COURT WATCHER COMMENTS

 

In addition to tracking such case-management metrics as continuances granted, case completion time, and length of time between settings, court watchers are encouraged to document their general observations each time they are in court.

 

The comments below were recorded between April and October 2008. Observations for Sections E and I were not compiled for time periods covered by ad hoc judges.

 

Several common themes emerge on reading court watcher comments. The chief complaint among the volunteers is wasted time—judges starting court late, taking frequent or lengthy breaks, or closing court without notice. Also frustrating to court observers was difficulty hearing the proceedings, particularly when the parties were not using their microphones.

 

Court watchers uniformly praised judges who ran organized, efficient courtrooms, took time to explain proceedings, and treated all parties with professionalism and courtesy. Court Watch volunteers noted noticed and appreciated helpful courtroom staffs and deputies who maintained order.

Noisy children present and OPSCO did nothing till judge commented.

 

Judge runs an efficient and impassionate courtroom. Public defender handled 5 pleas at one time--Well done!

 

One reason cases stay on the docket so long is that courts don't start on time. A case in point is Section A. Judge is not here at 10 AM, leaving attorneys wasting their time and police officers not able to report for work.

 

Judge scolded prosecuting attorney for not being ready for trial.

Judge upset at defense attorney for not showing up to court till 1 PM and with three cases to defend in her court.

 

Excellent Sheriff deputies and courtroom! Judge is very professional, keeps good flow, takes officer first, thanks all for appearing but was tough on defendant with too many priors who got remanded with no bail.

 

Judge seemed annoyed defense attorney didn't show. She issued a subpoena to order him there next Monday. Well done, Judge for holding them to it.

 

I was impressed with her efficient disposition of several cases

 

State asked for continuance, judge said no, get officer here, which they did.

 

Every time I have been in this courtroom, judge is late,

 

Judge is impressive-no nonsense, completely prepared, commanding presence.

 

Judge has little patience with disorganization and lack of preparedness from any party. She's always fair, courteous, and plain-spoken so everyone can understand her. I respect the way she moves through her docket. Makes decisions.

Judge is a thorough professional. She acts very professionally but with control and a strong sense of humor. Use of mike by judge and attorneys excellent

 

I think she is a good judge. She is certainly on top of every case and is very smart.

 

Judge too familiar and argumentative w defendants. 8th grade class came in, judge did a good job explaining the proceedings and urging them to finish school, etc.

 

No public defender present at 9:45 am.  At least 5 police officers dismissed. Finally, at 10:30 public defender arrived to attend to arraignments.

 

Officer present to testify seemed annoyed, huffed out. Followed him, he said it was his sixth time to come in for this defendant,  State had no objection to continuance.

 

Noisy annoying courtroom, poorly controlled.

 

Judge doesn't move court productively. I think the judge was listening to music off her laptop. Saw a friend, talked during another motion hearing, defendant walked out and couldn't be found.

 

D sent to Angola, DA not notified. DA says this happens often

 

Co-D is in jail in Delaware. Judge doesn't want to hear motions twice so wants him extradicted but this is the 7th setting for motions. PO left bc judge wanted to go to trial on another case, and when she didn't they had gone.

 

Both NOPD detectives have quit and moved. ADA argued witness testimony sufficient, judge disagreed, ordered NOPD witnesses in from Texas and Mexico

 

Court started promptly and Judge Davis ran a very professional court today

 

 

C

Waited 20 minutes for ADA to show up.  Judge got mad that case was still around.  Said he thought things were going to be different, but it's all still the same.

 

Staff (deputies, court reporter) eat in court.

 

Prisoners arrived at 9:25 and judge not yet on the bench.  Judge often looks bored-head on his hand-long lulls in proceedings where nothing happens.  By 11:45, 3 policemen still waiting.  Judge "held" DA supervisor in court until jury came up so that she could explain why case was being delayed.  Held in contempt when she refused to stay. 

 

Judge left at 11:00 in frustration-no NOPD, no lawyers, etc. Returned at 11:20. 

 

Very crowded courtroom.  Hard to see or hear.  Judge disappears from time to time.

 

Judge, defense attorney, and prosecutor disposed of cases efficiently.

 

At one point, 7 police officers were sitting in court, waiting to testify.  Microphones are used as accessories only-very hard to hear what is going on.  There was considerable confusion in courtroom with witnesses, lawyers, officers coming and going.  At one point, the judge requested security to close doors and "not let anyone leave until something gets done!" 

 

Judge's laid back style is good legal procedure-he makes sure he reads everything pertaining to the case and tries to accommodate defense.  ADA is efficient and did a good job.

 

Verbal exchange between defense and deputies over prisoners being taken before defense could talk to them.

 

Sheriff's deputies brought up the wrong day's inmates.  Everything reset for later time.

 

Judge went to great lengths in a possession of crack case to make the defendant understand the implications of his expressed wish for a jury trial. I was impressed with the judge today.

 

Prosecutor behaved in a most unprofessional way. She was on the telephone part of the time in front of the judge, chewed the gum the entire time! People in the courtroom were talking on the phone and drinking coffee during the proceedings.

 

I think the prosecutor is very good, well prepared and forceful.  This is a pretty low key and essentially harmonious courtroom.  Things run smoothly if a bit too informally.  I like the judge more every time I see him and find him much more engaged than I first thought.

Judge disposed of many cases. Plea deals seemed fair

 

Judge is very interesting. He's very low-key, attentive although he sometimes seems disengaged which seems to occur when he's displeased with what's going on

 

Everyone I encounter is welcoming and helpful, it gets more so all the time

 

State did a good job addressing victim's family; victim advocate and chaplain there to assist. Deputies acted bored, unprofessional.

 

D

Aside from the lateness of court beginning, demeanor and general proceedings was very professional.  Judge was very knowledgeable.

 

Judge runs a very even-handed court.  His experience is obvious.  His demeanor is serious, and everything was very orderly.

 

Judge had sign on door not to enter courtroom without judge's permission.  Testifying police officers and witnesses waiting outside.  Finally, I walked in when someone walked out and judge wasn't even on the bench.  Everyone eventually just came in. 

 

ADA handled everything on his own and seemed very knowledgeable.

 

Judge started 2 hours late because of a phone conference.

 

Judge was very efficient.  Had a huge docket and there is always so much conducted at the bench, but the judge does always loudly and clearly explain the outcomes.  The clerk came up and asked what cases were being watched so they could be called quickly-nice courtesy.

 

I have seen more bench conferences in this trial than at any other time.  Seems to create a lot of wasted time.

 

Case dragged out too long-should have lasted half the time that it did-mostly because of bench conferences and the judge taking meetings in chambers.

 

Judge moves at a fast clip.  He always uses his microphone.  Other judges should do the same. Everyone I ask questions of are very helpful and polite.

 

Judge failed to show up for court.

 

All matters were discussed sub rasa before the bench. State doctors showed up, defense doctor didn't.

 

Judge is extremely efficient, almost too fast in court. At least listen before remanding!

 

The gaps in this case from event to next event seem extremely long.

 

Rather informal but business was accomplished

 

In motion hearing, evidence from Sec J accidentally brought up and cop IDed it. No way to win after that bungle so DA offering plea. Defense atty not yet paid so CN.

 

Judge started at 10:30

 

Constant movement and talking in court, like a bus station. Can only hear judge, no one else uses microphones

 

Judge's experience is really apparent; State reduced charge to 2nd degree - victim's family did not want death penalty

 

E

Judge seems to be doing a very good job her first week. She seems very attentive and knowledgeable about all protocols and procedures.

 

This is certainly a different court with this Judge. Orderly, quiet, 2 deputies. Has  very impressive presence--firm, authoritative, calm, pleasant.

 

Audience talked and weren't corrected by deputy. One female deputy fell asleep. DA looked sleepy and lethargic. . Can't hear, mikes don't work.

 

This is my first opportunity to witness Judge. It was a genuine pleasure to watch her professionalism, efficiency, and friendly manner.

 

This courtroom is physically a public disgrace. Pieces missing from ceiling, cracked peeling walls, cramped

Judge very upset with DA's preparation, delaying progress of court.

 

Judge is remarkable! He makes Herculean efforts at transparency…Deliberate and meticulous language, reiteration of facts and actions, clarity at all levels, insistence on microphone use. He clearly respects the system and feels responsibility keenly. I would love to have more assignments in his court before he retires. 8:00 is no problem. I would come at sunrise!

 

Witness problems. Judge says must go next date

 

This judge is amazingly consistent to a very strict code of professional and I suspect personal behavior

 

Judge obviously concerned about rights of defendant as regards representation by public/private attorney. Very stern about D's disrespectful and possibly dangerous behavior.

 

Judge has impressive control of his courtroom in a quiet controlled manner.

 

From the bench judge announced he is tired of non-appearance of public defenders. From this forward for no-show, unless attorney calls him with good cause, he will appoint another attorney, probably one in the room at the time.

 

Defense attorney did not show. The judge was angry.

 

This judge is extraordinary!

Both defense and state seemed very prepared.  Judge was very respectful of jury.

 

Judge is very frustrated and unprofessional.

 

Judge forced state to trial and they dismissed case.

 

I continue to like the judge. He takes every case seriously, is critical of attorneys on both sides, but it is apparently justified and he is never rude. Makes a real effort to see that defendants understand everything and is strict about keeping the courtroom orderly.

 

Judge dismissed case because state not ready, second one I've seen this month. DA not familiar with new cases since office reorganization

 

ADA not very impressive in my opinion. Constantly berated by Judge. Other ADA who handled testimony did a decent job.

 

Judge annoyed that no ADAs present. Judge also noted that case has many changes in defense attorneys since first trial in 2003.

 

I believe Judge is an experienced and dedicated judge who is very conscious of the dignity and weight of his responsibility. I was impressed by his treatment of a defendant with obvious psychiatric problems. He questioned the man compassionately and immediately ordered a psychiatric exam.

 

Defense moved to continue due to unavailability of witness. State did not object. Judge said I object but I guess I'm overruled and spoke about his frustration with unnecessary delays but granted the continuance.

 

Judge complained bitterly about DA not getting cases to trial.

 

Judge likes to be sarcastic—borders on disrespectful and overly favors the prosecution.

 

Very punctual but sometimes doesn't pay 100% attention to proceedings. He seems determined to hear only the legal arguments so I sense that he is hard-nosed and fair

 

Judge runs a tight ship. Very well organized and brooks no distractions in the courtroom. Has a sense of humor where appropriate.

 

Criminal sheriff's deputies worked well. Paid attention to what was going on and worked accordingly

Judge is really good.  She is so clear and orderly in conducting the proceedings that it is easy to understand what's happening.  She is superb in explaining her sentences. 

 

Deputy did nothing while a defendant was mugging at her family.

 

Court started on time and moved expeditiously. Judge speaks clearly and loudly. Judge remembered facts of earlier cases that ADA didn't. She was sharp--good judge as far as organization and law.

 

If they are going to start late why not tell everyone so that so much time is not wasted.

 

Once things started the judge moved things along quickly.

 

Judge Buras very late in starting court.  9:30 am arrived; court's first case 9:45 a.m.

 

I would use the word respect as the key to this court. Judge is unrelentingly respectful, even when expressing great displeasure, and the result is that everyone is respectful.

 

Court closed.

 

Judge always does a good job

 

Judge runs a professional efficient courtroom. Complained that OPD did not have lawyers for arraignments, etc. Says she tried to be flexible w this "vertical representation."

 

Judge showed up at 10:10.

 

I was impressed with Judge’s handling of drug court. She gave stiff lectures on the various aspects of violations and dealt with each ground--from the very successful to the failing, being variously stern, admonitory, encouraging, punitive where appropriate.

 

She has a very even and balanced demeanor and I find her admirable.

 

Judge uses mike.

 

All personnel helpful.

 

NOPD unavailable, One not subpoenaed, the other "on way" but never arrived. Continuing problem between DA and police department.

 

Neither prosecution nor defense present.

 

Very inefficient day in court, hours of delay between and in proceedings

 

I

Case continued on 4 occasions.  Judge refused last continuance and case scheduled for trial today.  Again, NOPD witness, the arresting officer was not present.  Judge was furious about the lack of cooperation from the police officer --- case dropped.

 

Drug court was mayhem. Deputies and judge have given up on order in the court.

 

I am sorry Judge is leaving. He runs a disciplined, courteous court.

 

Judge is a little gruff but never rude, generally reasonable and accommodating.

 

The judge is exceptionally prone to irritation with the attorneys if he feels time is being wasted

 

Defense attorney picked the date, then didn't show. Judge issued warrant, continued trial I day.

 

Can officer who testifies go outside and discuss his testimony with another officer who will testify???

 

Judge is confident and experienced and very clear about what he's doing and why

ADA and defense attorneys stand in court and don't use microphones--difficult to hear.

 

Judge and attorneys all on top of things but nothing seems to happen anyway.

 

Judge efficient and respectful. Hard to hear because ADA and defense stand in front of judge and don't use microphone.

 

The court had a long recess.  Reasons unknown.

 

Sheriff's deputy was very approachable and accommodating. Amazing how the yellow clipboards are now being acknowledged. Judge ran a professional courtroom, demanded order, professionalism, and to speak in a microphone.

 

This case has dragged for almost 3 years because the state is not completing assignments.

 

Bad accoustics. But judge does a good job making sure we can all hear proceedings.

 

Judge gave D a talking-to b/c of family support. Light sentence but lots of conditions. Judge got it right.

 

Judge moves quickly through docket, mostly resetting cases. Reasons include no subpoenas, missing documents, conflicts w other cases, case not on docket.

 

Judge seems very professional. Takes long breaks in between matters.

 

ADAs were late, not present when court opened; defense attorneys had to be tracked down.

 

The staff is very efficient and helpful

 

Judge is quick, courteous, firm, decisive, runs an orderly court.

 

Court closed without notice and case didn't even make the docket so would have been continued anyway.

 

Judge is orderly, polite, professional.

 

Court started 9:40.

 

Judge is very even-handed and even-tempered.

 

There seem to be a lot of times when the defendant is "not brought up," either in OPP or federal custody. There must be a better way to track. Leads to a lot of delays

 

Why have these cases been going on since 2002?

This case is 5 years, 7 months old. At trial, D pled guilty to manslaughter and 30 years.  It's about time.

 

Judge took bench at 10:30.  Took care of all but 2 cases in 20 minutes.  General atmosphere in court seemed informal.

 

Judge called in about 10:30-said he was at dentist-will be in about an hour-8 lawyers, 3 police officers, witnesses, all waiting-waste of time/resources-must be a better way.

 

When I first entered the courtroom an inmate was talking to someone in the audience who was passing him food! There were deputies present! Anything could have happened!

 

Assistant DA approached me before court to update me on my case. They definitely are aware we're in court.

 

Microphone not working, could not hear. Courtroom was mass confusion, judge disappeared alone into chambers, poor flow.

 

Court closed without notice.

 

Nobody uses microphones, can't follow proceedings.

 

Judge did not take the bench till 10:00, then dealt briefly with several cases and recessed while waiting for ADA. All seemed comfortable enough with what I found to be the snail's pace of the court.

 

Attorneys did a good job.

This is the way that the system should work!

Judge made a point to come talk to me and make sure I had all necessary information.

 

Judge upset because of lack of organization handling of the court docket.

Judge really on a rampage. Very annoyed with lawyers not showing up. Judge noted lots of people watching incompetency like Crimestoppers and Court Watch. Judge has new policy of not waiting for defense attorneys. If not there when case called, continued. Very frustrating that so little was accomplished.

 

D attorney did not show, witnesses present, attorney did not contact court.

 

Defense attorney said he had a trial in JP, but he also had another case set for trial on this docket.

 

Judge runs a no-nonsense and very well-managed court.

 

Great court to observe.

 

 

COURT WATCHERS COMMENTS AS OF 2-12-08
SECTION A
Judge was extremely efficient and professional.  Many delays due to witnesses and attorneys not present.  Defense attorney told me 3 defendants in jail 28 months without any evidence being presented. This court was much more productive, efficient, professional than others I have experienced. Defense attorney stated to judge that 2 years without trial was unacceptable so a date must be set and witnesses needed to be there.  Judge agreed.ADA had 3 witnesses in court for motion hearing-when issue of submitting on the evidence, she was woefully unprepared-approached bench and asked judge what he recommends-he stated he couldn't do that-left motions open.
Computer down, causing problems. Two railings in court broken-twice people leaned on them and lost their balance. State claims defendant's father is a public official (magistrate commissioner) and is aiding defendant.  Judge Winsberg specially appointed to handle case.
Prosecutor seemed prepared for most part, but upon conclusion had some difficulty with future witness disposition and language barrier of state witnesses.
Neither the doctor nor the defense attorney were present
Judge and prosecutor do an excellent job of moving docket forward, despite waiting on defense attorneys, witnesses, etc.  Judge has a great relationship with staff.
Judge held up very well and maintained professional conduct, even when defense attorney raised his voice and started yelling at him.  Great job keeping courtroom flowing.
Judge denied request for defendant to put up son's house as collateral for bond.
Judge moved by character witnesses on behalf of defendant facing time on multiple bill.  Twice, Sheriff's deputy stopped conversations in audience that were making it difficult to hear proceedings.
State NP'd case after court found no probable cause and suppressed evidence at last hearing.  Judge had to recess court to go hear a case in Magistrate because Defendant counld not climb stairs.  Employees of the courtroom stated the new phone system installed by the Department of Property Management of City Hall does not work properly.  Judge cannot take calls on any phone, only the phone call comes in on, so Judge must physically go to different locations to answer calls.  No inspections are done, ever, of the physical conditions of the courtrooms.
Defendant plead guilty to manslaughter.  Sentenced to 5 years active probation.  Apparently, this was worked out with victim's family beforehand.
Whole procedure took less than a minute
There is very little order in the court.  Most cases dealt with on the bench, hard to know what happens.  Judge seems to want to do the right thing, and the staff is very friendly.  The noise level is so high it is sometimes impossible to hear what is going on.
Defendant is related to Magistrate commissioner.  A lot of extra time spent on case.  Was in chambers with judge, dad and ADA for several minutes.  Came out and plead guilty.
I attended the entire docket.  At no time did I hear this case called.  At the beginning of the docket, a mob of lawyers were up at the bench, jostling for the judge's attention and one by one, they would get it.  There would be a brief conference at the bench between the court and the lawyers involved and some disposition would be made.  This was handled that way.  Never said a word "on the record."
This case has not seen a consistent ADA since I've been on it.  This case should be a priority before year's end since defendant has been incarcerated for 3 1/2 years.  Does not look like that will happen. I'm concerned proof will be made more difficult for prosecution as they let this case hang in limbo.
Today's proceedings moved very slowly.  Only one case handled in one hour.  Defense attorneys not present.
Defendant plead guilty and then plead guilty as a double bill.  Judge sentenced him to 12 years.
Courtroom is a mess due to move.  What a pleasure to see an experienced judge.  No one uses microphone except judge.
ADA very helpful and friendly.  Introduced me to judge and explained program.
A lot of coming and going-many attorneys-much disorder.  Docket did not move along easily.  Attorneys (5 from DA's office) did plenty of conferring.  A lot of waiting around.
Defense attorney did a lot of screaming and yelling, interrupting-very unprofessional
Court reporter was half hour late-entire court waiting on her.  Then had to stop proceedings once to fool with paper in machine.  Defense attorney is very difficult and unprofessional and theatrical.  Entire staff laughed at him at one point.  This case may end up with defendants being released because State cannot get witnesses to testify.
Judge waiting for arrival of witness at 9:40, prosecutor arrived at 9:15, Court reporter late-reporter from other section filled in until arrival.
Judge took bench timely.  Police officer was running late, but maintained constant contact with DA en route.
Court was very busy and proceedings moved quickly and efficiently.  Judge was very attentive and professional.  This case has been ongoing since 2003.
Waited 30 minutes while judge was on bench for DA's office to bring over files.  Several mini-recesses.  Defense attorney never showed-ADA ready to turn over discovery.
Defense attorney angry at all the delays.  Judge more sympathetic because of severity of charges.
Awaiting ruling from fourth circuit.  Judge extremely professional-maintained a good flow in court.  Very open and willing to talk about proceedings in court.
I continue to wonder if this case will ever be finished!
Judge is very professional, decisive, respectfuly of policemen's schedule.
Judge very decisive.  Very direct with defense attorney about having work done and prepared.
Judge is on the ball.  Quick, knowledgeable and professional.
Claims to be set for trial in error, even though I was present in court at last setting and had it written down for trial today.  Case has been pending since 2004.  Doubtful it will go next trial date either.  Very frustrating.
Judge seems to do whatever ADA tells him to do.
Most of the business in the court was conducted in bench conferences, making it difficult to always know what was going on.  There would be more transparency if these things were done in public-and the defendant could know what is being done.
Defendant plead guilty to lesser charge of attempt forcible rape. Sentenced to 8 years.



SECTION B
Judge very upset with ADA because she feels she's "always waiting on him."  Judge also upset that defense attorney not there on time.  NOPD sitting in court waiting hours for their cases to be called. One officer spoke to me and said he worked last night, had to be in court at 9AM and must work tonight.  He was still sitting in court when I left.  5 NOPD officers counted sitting and waiting.
I was very impressed with ADA in case.  Judge was very professional. ADA came over and explained a history of case and why the charges were reduced.
This case has been ongoing since 2005 and the defendant has been in jail for 34 months. State not prepared to respond to motion to quash-prosecutor is newly assigned and therefore unprepared.
This judge does not begin court until 9:30.  I've been in her court several times.  Also, she wasn't in a very good mood-seemed sleepy.Related well with defendants. On one case, she spent a lot of time verifying story-entertaining, but time-consuming.
Judge seemed too casual-nothing much happened first hour.  Seemed like more could have been handled.  Deputies chatted informally with some prisoners.
Judge criticized a defendant's informal wear for court-very argumentative and judgemental.
State NP'd case against defendant.  Was very quick and did not state reasons clearly on the record.
Very large docket, but judge had good flow and also had some humor.  Judge assisted in obtaining information for a defendant.  She helped some/disciplined some and increased bonds in others.
I am surprised at the lack of decorum in this court.  It is good for a judge to show he or she is human, but on the other hand, this is not Judge Judy.  The judge and the lawyers act respectfully toward each other, but the defendants and the judge engage in a lot of banter that does not lend itself to decorum of any level.  Certainly does not lend itself to the seriousness of the crimes involved.  I am also surprised at the amount of business that is done in bench conferences-impossible for the public to know what is happening-perhaps that is the point.
Extremely crowded conditions in Sec. B. Lawyers standing, talking, unable to hear properly.
Courtroom is tiny. Crowded room with a lot of people standing in and out of hallway.  Attorneys talking at same time in small room.
Judge appeared very lethargic. Hard to hear. Yawned several times during proceedings-leaning with head in hands. I have sat in this court several times before and this judge has never appeared this "de-energized."
ADA-experienced and competent-is leaving for Baton Rouge, further reducing the pool and level of professional ADA's.
Crowded court room.  Too many people for size of court.  Lawyers everywhere-everyone talking at same time.
Judge was proactive and took charge. Handled courtroom efficiently.
State dismissed charges because could not find a witness.  Very poor showing.
Did not understand reasonfor continuance.
Overall impression of judge: She seems bored or distracted much of the time.  Argumentative at other times.  Seems to be very effective in drug court, but rather irrascible with remaining docket.
Judge has a very nice way with everyone.  Today the theme was "what is your dream."  Moved court along nicely with a light banter and a lot of talking back and forth.  Judge did not take any nonsense from anyone but was very polite and friendly.  She conveyed a caring interest in the individuals.
Judge seems on the ball.  Moves things along.  Very professional.
Court was rushing to get to a trial.  Reset pre-trial conference at the request of state because state still had not provided some part of discovery to defense.  State reprimanded on the record.
Second time case has been reset because police officer unavailable.  Judge irritated with State-said on the record "nothing's getting done."  Court is run very casually.  Judge was very good ruling on a terrible motion hearing-gave good reasons on the record for ruling and acted very professionally
Judge very critical of ADA-said she had been gone for four days and wanted no excuses from anyone-said DA's mantra should be "a chain is only as strong as its weakest link."
Engages in playful banter with defendants.  Allows defendants to talk back to her.  Maintains a very informal courtroom.  Fails to elicit respect from anyone in the gallery.  Keeps referring to making people "do lines" because they did not appear, etc.
Watched a hearing that was run very professionally, quietly and smoothly.  Very different from the way drug court is run.
Judge yelled at DA's office for not giving defense 2nd set of photos.  ADA wanted to lend originals to defense.  Judge said it'sthe 3rd time discovery hearing has been set and still not satisfied.  If issues not resolved by next setting, jusge will grant defense's motion to suppress evidence.  Very disappointed with VOU attorney's lack of preparation.  Judge doesn't understand how certain things still had not been requested by ADA.
Defendant not writted in.  Viewed drug court.  Judge has a good rapport with defendants and treats them with respect and fairly but "tells it like it is."

SECTION C
Trial in progress. Defense very repetitive during questioning.  A couple of jurors seemed to be dozing off during witness testimony.  Sheriff's deputy using cell phone during proceedings and even kept phone to his ear while talking to the judge.
There were a lot of sidebars during the trial-over a dozen.Both the prosecution and the defense did a good job. CLOSED-D FGAC BY JURY.

Can't hear judge, hard to understand names of parties involved. I hope he does better when a jury is present.  Disappeared into chambers during lulls.

This court was different from others I have been in-not allowed in court before 9:00. Deputy was very polite, but told me where to sit.
It did not seem that the court prioritized the cases that had police officers waiting. 5 Officers sitting, waiting.
Did not see enough to make any observations.  All matters reset because of trial in progress.
Prisoners arrived at 9:25 and judge not yet on the bench.  Judge often looks bored-head on his hand-long lulls in in proceedings where nothing happens.  By 11:45, 3 policemen still waiting.  Judge "held" DA supervisor in court until jury came up so that she could explain why case was being delayed.  Held in contempt when she refused to stay.  Stated nol prossed after jury came up.

At one point, 7 police officers were sitting in court, waiting to testify.  Microphones are used as accessories only-very hard to hear what is going on.  There was considerable confusion in courtroom with witnesses, lawyers, officers coming and going.  At one point, the judge requested security to close doors and "notlet anyone leave until something gets done!"  Judge does not seem to feel that he was in charge of the room.

Judge left at 11:00 in frustration-no NOPD, no lawyers, etc. Returned at 11:20.  Apparently, according to people in court, judge acts differently when court watchers are around
Very crowded courtroom.  Hard to see or hear.  Judge disappears from time to time. Called for jury too early. They had to wait while a judge trial took place, then had to let jurors go to lunch-judge tried to apologize to them.
Same old routine-continuances.  2 of the 10 oldest cases were continued.  Judge is aware that they are among his oldest-made comment. ADA is only child and has to transport mother to cancer treatments.  Will likely have many continuances on that basis.
This case has been ongoing since Nov. 2004.
Judge seemed very disinterested in general.  Court did not seem organized.  Could not hear conversations.  Judge looked sleepy!
Can't hear judge at all-seems sleepy. Staff (deputies, court reporter) eat in court. Judge blew up at drug court defendants-only activity seen from him today.
Judge says he inherited case from another judge who appointed attorneys who never show up.  Judge looks bored-head on hand.  Sheriff in back is sound asleep.
Seemed to be moving more rapidly than usual.  Five trials on docket.  Judge was short with several defendants.
Judge seemed to be attentive to jury selection.  Defense attorney seemed to mumble a lot and jumped around in questioning of jurors.
Waited for an hour with no activity.  Lots of wasted time waiting for attorneys and witnesses.  Judge keeps asking where attorneys are-it's like a revolving door of chaos.
State failed to introduce a witness's statement previously to give defense counsel cross opportunity-judge denied intorduction of a hotel guard's statement. ADA requested an emergency postponement 10 minutes after trial began-judge denied it.
Waited 20 minutes for ADA to show up.  Judge got mad that case was still around.  Said he thought things were going to be different, but it's all still the same.  Wanted ADA to go to trial in 2 days, but ADA going on vacation.  Judge grudingly allowed ADA and defense to pick new date.

SECTION D
Too much occurs at the bench.  Judge even invites "approaches." Attorneys don't even ask-they just walk up. Judge explains results, but chats leadin to result are not on the record.  Courtroom was not orderly-Judge and deputies let noise level rise unreasonably. 3 people walked in with big Cokes, unchallenged.
Judge was very efficient.  Had a huge docket and there is always so much conducted at the bench, but the judge does always loudly and clearly explain the outcomes.  The clerk came up and asked what cases were being watched so they could be called quickly-nice courtesy.  Impressed with jury selection and the judge's manner with the jury.
Deputy was helpful in getting ADA's name for me.
Judge started 2 hours late because of a phone conference.
Judge had sign on door not to enter courtroom without judge's permission.  Testifying police officers and witnesses waiting outside.  Finally, I walked in when someone walked out and judge wasn't even on the bench.  Everyone eventually just came in.  ADA handled everything on his own and seemed very knowledgeable.
Judge angry at defendant, attorney handling case.  State needed continuance because ADA resigned and new ADA assigned to case.
Judge runs a very even-handed court.  His experience is obvious.  His demeanor is serious, and everything was very orderly.
Defendant went at large.  Very discouraging.  Defendant was in drug court but no show-bond revoked, warrant issued.  This case has been going on for 1 1/2 years and still no trial.
This case has been continued many times before and defendant had failed to attend drug testing-rejailed-let out again and again has failed to appear.
Court personnel are very rude.
Aside from the lateness of court beginning, demeanor and general proceedings was very professional.  Judge was very knowledgeable.
Case dragged out too long-should have lasted half the time that it did-mostly because of bench conferences and the judge taking meetings in chambers.
Defense attorney disappeared and hearing had to be reset.

SECTION E

Defendant entered a guilty plea. Judge sentenced him to 10 years after hearing from victim.  Defendant and victim were friends at time of incident.  Defendant showed remorse.
Defense must prepare some sort of packet to have defendant shipped to forensic facility.  Still has not been done. State never objected or said a word about how long date is set.  Judge had no idea where defendant was.
ADAs handled courtroom professionally-checked why people were there and what cases PO's were there on.
VOU ADA sent other ADA to ask for continuance because he had planned to be out of town.  Defense claimed ready for trial and had never filed for a continuance and defendant had been in jail over a year.  Judge ultimately released defendant with no bond. ADA suggested he had filed motion previously, but judge stated there was no record of it.
This is the most disorderly place I have ever seen.  People milling all around during proceedings, cups in hand. 2 and 3 ADA's at a time at the podium in apparent confusion.  No dignity. No decorum from anyone!  Impossible to hear-couldn't tell whether judge was objecting to 3k or 300k bond.  Court staff yelling at each other.  Deputies were quiet themselves but made no effort to keep courtroom quiet.
Defense attorney was late-did not show up until 11:15.  ADA was extremely helpful.
Awaiting ruling from fourth circuit.  Nothing conducted on the record in a formal courtroom setting.  Everything done casually at Judge's bench.  Impossible to follow anything.
Judge angry about length of docket which is "set by state."  Can't hear judge very well.  Judge complains that it's expensive to court for sign interpreter time being wasted,although he didn't take bench until 9:45.

SECTION F
Defendant had been found guilty by jury.  Sentenced to 80 years after multiple bill.
Defense attorney has trial set in federal court in January that he has to "supervise." DA had murder set every week from now until March or April.  Hence long delay for next procedure.  Who know how many witnesses, attorneys or cops will be out of the picture in May! There have been numerous DA's and attorneys-lots of wasted time.  I think one of the attorneys died in the process.  This is the first time I've still been in court in the afternoon-there sure are a lot of sheriffs all over the building doing nothing!!
Defendant received 2 years home incarceration.  Judge moves right ahead, wastes no time and exacts proper procedure and behavior.
Continued because new ADA just assigned case.  Judge visibly frustrated at delay.
Court was already in session when I arrived.  Judge is very good about making all parties use mikes.
Judge extremely irritated-ADA did not show-did not call judge or superiors, just didn't show.
Court closed this day.
What a pleasure to hear most of the proceedings.  As they move so many cases, there's a trememndous amount of coming and going.  Judge really got on ADA for length of time between arrest and screening-a maximum of 10 days in his day.  One case he mentioned hasn't been screened in over one year.  Judge also annoyed that prisoners weren't brought up until 8:30.  Defense have a very large entourage.  Prisoners brought through courtroom from upstairs-judge objected-sheriff said it was the only way to return them to prison for some reason, but judge said it was just an excuse-could get them through Magistrate.

SECTION G
Judge is conscientious, courteous alert, and transmits a sense of awareness of the honor and dignity of the office.  The judge gave a fine explanation of the 5 parts of a trial to the Jury.  It was not hurried and did not sound canned.  Court room very orderly. 
The judge, prosecutor were not certain why the hearing was being held.At the end of the hearing it was put on record that the NOPD lost a key piece of evidence. 
Judge's impatience justified ex. Issued bench warrant for Defense Attny that did not show up for a trial, showed equal impatience for state's delays.
Positive things were said and done today-attorneys asked to approach and the judge said no-said that he was going to drastically curtail the conferring at the bench unless it was crucial for secrecy or discretion.  He said the frequency of the approaches keeps too much off the record. As the morning went on, with continuances piling up, the judge went on several times about the wretched performance of the DA's office, the mutually strong feelings among his colleagues about the problem, and that he was not going to continue to be so amenable. When  a defendant came up who had a connection with another judge, the judge made a point of stating that he was aware of the connection and it would not have any effect on the way the case was handled and "those days are over" when people pulled strings successfully.I was impressed with the force in which he delivered his sermon.
Total waste of time because of poor communication-sherrif's office did not bring anyone over for court-judge and jury waiting on defendant to be brought from house of detention. Judge explained reasons at great length on the record.
Defendant was offered and accepted plea to manslaughter and 40 years.  Judge was very accomodating to attorneys.  Defendant had discussions with mother on side of courtroom regarding plea.  Seemed very inappropriate and did not seem to treat either the defendant or his mother with dignity.  She was crying.  They should have been provided a private location with a time limit.
Defendant not brought up from jail.  Defense requested time to retrieve items from evidence room. Judge impatient and said next setting was LAST pretrial.  Generally a lot of confusion about jail list.  At two points during morning, deputy absent.  Judge had to scream for silence in courtroom.  Judge argumentative with several prisoners.  Saying it must be a "new deal" to want to talk to the judge.  Several prisoners did not want the public defender to represent them.
I observed the Judge for less than 2 hours and was impressed with how much he got done in that time.  He handled 2 or 3 guilty pleas as well as several probation cases.  I particularly liked that he spoke loudly and clearly so that I was able to understand what was happening.  I thought the judge showed several flashes of humor in his relationships with the attorneys.
Defense and judge had heated discussion about client because he has been in jail for 6 years, but ADA has conflicting trial dates.  Defense is ready for trial.  Judge did not lose temper during argument and understood reason for frustration.  Handled professionally by judge.
Judge Parker continues to impress me with his judicial demeanor and the way he runs his court.  He is fanatical about order and the participants behave accordingly.  He is very thorough in explaining his actions and has a very reasonable attitude.
Discovery hearing-ADA brought huge bag of material to court.  Judge asked if there was any biohazardous material in bag.  When ADA responded "yes," judge got very upset that they were brought into the courtroom.  Told ADA that she and defense had to find a room in the basement to go through it all.  Judge seemed satisfied that ADA had provided everything defense had requested.

As dramatic and unpleasant as judge can be, he moved both of his major cases today through his courtroom.  In one case, he "helped" the ADA by telling him how to ask better questions.  He was also sympathetic in the sentencing hearing to the affected families on both sides.
Judge very vocal about ADA's performance or lack thereof.  Said he had offered to help DA's office in any way he can on many occasions-never a response or improvement.  I like the judge and the way he handles himself and the courtroom.  He is very attentive to every word.  Attention never flags.  He explains his reasoning for decisions in detailed, considered manner.  Defense attorney showed anger at continuance, was striding around in disruptive manner.  Judge dealt with him.  ADA scolded by judge for not notifying court before defendant was transported to court.  Judge gave stiff lecture on costs to public.
State NP'd after continuance request denied.  Judge really annoyed with State.  Made more comments about DA's office poor performance-not fair to defendants, not fair to public.  State never gave reason on record for continuance request.  Judge denied continuance and ordered jury up.  Case dates back to 2004.
Today's proceedings all took place at judge's bench.  ADA said she had "nothing to offer."  Judge said he had not been comfortable with sentence given to co-defendant, but everyone "begged him " for it.  Asked lawyers to come up with resolution he could be comfortable with but was nt guaranteeing anything.

Fair and tough judge-started on time.
NOPD witness well prepared, testified professionally.  ADA well-prepared and efficient.
NOPD witness performed well.  ADA repeatedly delayed to review documents before asking questions.
NOPD witness did excellent job of testifying.  Judge admonished DA for repetitive questions.

SECTION H
A succession of DA's seen on case as per Judge-Defense accused State of not being prepared after a year. A new ADA on the case- was not prepared for the hearing at all! I felt bad for the ADA.
Judge admonished State for not having acted as they should (did not explain what she was talking about).
Court session late .Judge took bench at 9:45.Defense was unaware of who was to be assigned the case.Judge called office to determine.Judge kept good flow of court as well as possible.
Court started at 9:45.  State did not have any of the records requested to turn over to defense.
Judge spends more time in conference than in open court.  Called 20 minute recess at 10:45 and had not returned by 11:30.
The case was continued at the request of the prosecution because the police officer was not present.
Stayed by the fourth circuit.  Judge very thoughtful and respectful to everyone.  Very professional.
Judge took bench at 10:55 AM.  Literally walked into court and took bench.  The DA talked to and verified docket with each inmate.  Several people (not attornies) spoke to prisoners and seemed to know them.  DA never said a word regarding case when it came up.  Just Judge and defense attorney at bench-it was as if DA had no involvement.
Defendant sentenced to life.
Never saw defense attorney, but ADA asked for state continuance.  Prosecution witness was in audience, never spoke to him.  This case was not called until 11:45 AM.
I am impressed with this judge.  She is businesslike, efficient and polite to all parties.
This was a second degree murder charge dropped by state due to not finding witnesses after jury was picked.  It is now a manslaughter upon orders of first assistant DA-no rationale given for reduced charge.  Defense is arguing for quash.
Both sides very well-prepared.  Judge professional.
Both the prosecution and defense presented themselves in a professional manner. 
Judge is truly impressive.  Sheriff's deputies sat at desk in courtroom during recess and ate a hamburger.
Time wasted by prosecution by dwelling on minor facts over and over when stipulated by defense.
NOPD officer was no show.  The prosecution was unprepared to proceed with the hearing because she was newly assigned, but even with that I think that she handled the case very well.  Defense was satisfied with material turned over by ADA.
Judge has been sitting on previously held hearing and evidence for months.  Finally ruled today and denied defense motion to quash indictment. Trial is now finally set to go.
Judge runs a very efficient and orderly courtroom.  I was impressed by her post-sentencing lectures.
Judge unhappy with ADA-not providing tapes and other matters in discovery.  Capital case again continued- "no wonder the public complains about the revolving door in criminal court."
I was impressed with the judge's efficient handling of a variety of drug cases. Judge reprimanded the prosecution for inadequate preparation and not paying enough attention to her.  The lead prosecutor was on the phone while the judge was asking questions about details of the case and the judge commented that she wanted people to pay attention to her.  Then she continued the case because the prosecution wasn't fully prepared.  The judge was so polite about it that the reprimand only struck me later.
Judge is very professional and supportive of drug rehab participants.  Had audience clap for those who are doing well. Great program.
This courtroom was the most professional, organized, quiet and well-flowing courtroom I have been in so far.
Judge believes she has all transcripts but needs to make sure she has all she needs to rule.  Not ready yet.
Judge is engaged, involved and in control.  Her court could set the example for all courts.  Although, there was a lot of down time in the courtroom and the judge was on and off the bench numerous times.


SECTION I
Defense seems to be delaying trial with requests for additional information.Info sought for 3-4 weeks but still haven't obtained.
Judge is very gruff and very effective and almost impossible to understand 80% of the time.
Defendant plead guilty prior to trial starting.
State generally prepared, but answers to defense not all in writing.  Defense may not be totally prepared and seems to be delaying as a tactic.
Defense attorney slow and bumbled facts.  Tried for a mistrial and judge refused.  Judge very fair.  Prosecutors were prepared and alert.  I think defense attorney conduct is a deliberate act put on to influence the jury.  Nobody that has a law degree is that inept.
There seemed to be a great deal of wasted time.  Clerical work was not done between defense and prosecution, causing a delay in one proceeding.
I was amazed at how slowly things proceeded especially at the beginning.
A very professional scene.  Lengthy trial.  Last witness on the stand, testified about a statement the defendant made to him that wasn't disclosed to defense.  Judge granted a mistrial.  Policeman complained about having to be in court through the lunch break.  Judge told him it was his job and not to complain.
Judge was courteous and respectful.  Explained sentencing in a professional manner to defendant.  Court seemed orderly.
Prosecutor and defense attorney seemed knowledgeable and competent.
Just watched voir dire.  State offered plea bargain-defendant rejected. Went to trial.
Stayed all day. On last witness of the day, mistrial declared.  Set for new trial.


SECTION J
3 ADA's and 7 continuances (this was 8th continuance) for discovery hearing since October 06-crime committed August 06.
Very busy courtroom, efficiently run. Many cases were heard, several settled and closed.
I continue to admire this judge and his courtroom.
McElveen not present, remained in St.Charles Parish prison.New rules mandate that Orleans police go bring him to court. Father of victim, explained to CW(court watcher) that the family wants both defendants to stand trial together and have agreed to remove the death penalty as an incentive to this end. Thatcher the other defendant undergoing evaluation.
Tthe whole affair took 45 seconds. State claimed date was set in error and stated that the case would be put into a superceding bill. Judge ordered defense attny to be served.

Not allowed in the courtroom unless an attorney-told to wait in hallway.Noticed that PO witnesses were there, waiting as well.Judge called all PO witnesses to his chambers-after 3 minutes, they all left. Judge did 152 pre-trial conferences in chambers.
Judge is stern but fair.  Courtroom is extremely busy but organized and all court personnel are professional.  Everyone is expected to be responsible and show respect for the process.  Plenty of discipline and great effort made to be fair and to follow the process by the book.  Judge transferred case back to Sec. A and stated it was an improper transfer.  Everyone was ready to go, and defense attorney was visibly disappointed.
I thought the judge should have gone forward-prosecution and defense available, but judge transferred it back to Sec.A.  Defense objected to transfer.
Defendant sitting in jail one year.  State not prepared to give witness list to defense.  Witness not available today. State dismissed case.
Lengthy motion hearing based on credibility of police versus credibility of defendant.  Got through it and now set for trial.
Defense attorney explained to me that State had transferred case back to another section.  Defense attorney thought this was wrong and it would be transferred right back again, so basically waste of time while Defendant sits in jail.  Very confusing.
Judge suppressed statement.  State took writs.
At 9:15 AM, the judge announced a one hour recess, no explanation given.  Courtroom was cleared.  At 10:15 AM, the hall was crowded with people waiting for court to reopen.  At 11:00 AM, court was still not open-no explanation or time estimate was provided.  I gave up and left-
Court waiting on defense attorney for over 3 hours.  Defendant ultimately plead guilty to lesser charge of negligent injuring.  Set for victim impact hearing on 1/18/08.

I will say again how much I like this judge.  His courtroom is the most fastidious of all the ones I have visited so far.  No food or drinks, quiet even during recess-staff is pleasant and helpful.  I was impressed today by the judge's sentencing on an armed robbery-was eloquent about the effects on the victim's lives, how regrettable it was the defendant's first known offense-defendant got 25 years.  Judge was very good with a jury, explaining process and procedures in another case-aggravated battery trial.
Judge fussed at prosecution, saying he reluctantly granted continuance.The court seems like it is at the mercy of defense attorneys schedules.  Logistics, such as prisoners being brought up, files being present and other such things,seem to be a real factor in this courtroom.
One of the deputies followed a female drug court defendant out of court and wanted to know why she had not called him back.
Judge did excellent job of explaining everything to defendant.  Defendant was a triple offender, so facing life if convicted.  Ended up pleading guilty to the charge and billed as a double offender-sentenced to 25 years.  Spoke to his family in Judge's chambers.
Judge appeared business-like and competent.
I continue to be impressed with this judge.  The courtroom is orderly and quiet.  Conversation and movement is subdued.  It is possible to hear everything.  Judge is always respectful, even sometimes asks for correct name pronunciation.  Excellent handling of drug court-encouraging, but firm.  I think he is fair, firm, disciplined and creates an atmosphere where everyone behaves well.
Judge seems very passive.
Judge took several breaks during proceedings.
Court orderly and quiet.  Deputies made people throw away gum, candy, etc. before entering courtroom.  Judge is articulate, professional and succinct.  ADA was articulate, efficient, prepared.  Deputies know who each person in the courtroom is and why they are there. 
Defense attorney and defendant did not show up.
Judge talks quickly.  Prosecution was slow to object to questions.Judge is efficient in handling docket.  Judge demonstrated concern over the future of all plea bargain defendants, ie get GED or job, avoid drugs, etc.
The court in general was very courteous.  The staff was very helpful and then the receptionist introduced me to the judge.  The defense attorney showed up after the case had been continued.

Very hard to hear court proceedings.  DA seems well prepared.
It appears that delay in defendant's case is because defendant has had several defense attorneys but all refused to work with him.  OIDP had worked with him before and refused to again because of "differences in personality."  Finally agreed to work things out and move forward.
Court continuance because witnesses were not subpoenaed. State had 2 of 3 witnesses present but defense refused to go forward without 3rd witness. Defense attorney has reputation for being difficult.
This was the 101st time this case has been addressed in court.  ADA said she had not anticipated request by defense.  Judge fussed that ADA unprepared.  Took it up again next day.
I was in court through most of the docket and was impressed with the judge's alertness, attentiveness, courtesy, and general demeanor.  He keeps things moving without seeming hurried.
Case did not appear on docket even though defense attorneys were present.
Defense was ready for trial and made a complaint about the repeated delays by the state.
Court went relatively smoothly.
Prosecutor in murder trial in other section.  Prosecutor very informative and responsive to my questions out of court.

SECTION K
Judge did not take the bench until 10:45. Recessed at 11:05 then took bench again at 11:50.
Prosecutor did not object very well when defense requested continuance.
This case finally goes to the jury after 2 weeks of testimony and delays.I don't think a case that is 5 1/2 years old should have gone on this far and certainly not the trial in itself.
D pled guilty to reduced charge of incest.  Sentence=7 months, CFTS and immediate deportation.  Took 2 hours to get to case and dealt with in less than 5 minutes.  Noisy courtroom. Judge often repeated,"Let's go! Let's go!"
Judge Hunter's court is rather noisy and enough activity is going on that is distracting.  I think court should be more "orderly," less informal.
This was a potential life imprisonment case-Prosecutor did decent job.  There have been 30 defense continuances on this case due to witness issues.D FGAC
Judge absent until 10:20. Trial in progress so nothing else dealt with, no announcements made in court.
Judge late to start court. Trial in progress. Victim positively identified defendant and had no doubt.
The judge seemed to get too informal with the defendants during proceedings.  He used terms like "weed" and "herb" and did not seem stern enough.  It was almost like the drug charges were a joke.  Appeared bored.
Overall, this was miserable-three ring circus-Seemed to be no order or process. No understandable explanations of what was going on. No command of authority. No system as to who sits where in the audience. Had to mve twice, just to get away from people who were talking so loudly, I could not hear proceedings.  Sheriff who sits in back never tried to quiet the audience-she looked very sleepy. Waited forever for a jury to appear and then apparently the judge sent them back.
Judge did not take bench until noon, although he had the jury come back at 11 AM for opening arguments.  Judge then met with attorneys in chambers.  Jury did not get seated until 12:25 PM. Judge dot on the phone during opening statements.
Finally, this case will be resolved one way or the other. Very old case.
Lengthy trial-cross-examination by defense was repeating the same question over and over.  I was stunned that the judge did not have the defense attorney move on.
Defense taking writs on everything.  Jury sat all day and could not hear any more trial because waiting on response from appeals court.  Finally released at 3:15 and told to come back tomorrow.
Judge found defendant guilty of lesser charges of attempt agg. Battery and attemp agg. Assault. ADA went to trial on case without cooperation of victims or their testimony-domestic violence case.  ADA good, but unsure of herself-nervous-needs more practice.
Trial is slow going. Basically my complaint is that there is lots and lots of wasted time, even though I understand that some of it can't be avoided.  Judge needs to run a tighter ship.
State used original blueprint of Desire project building.  Pivotal point of trial is point of view of witness.  Had the case gone to trial at a reasonable time, this would not be happening. This case is more than 5 years old and the building is now demolished.
Clerks office was very helpful and pleasant.  Courtroom-incredible waste of time-prosecutors chat for hour or more, waiting for judge.  Defense simply waits.  Court did not begin until after 10.
Judge did not take bench until 10:55 AM.
Same old story.  Every time I come to court for this case, can't get defendant tranported in.
No attorney appeared for defendant so state re-set hearing.  Over 60 appearances made by defendant and co-defendants.
Questionable why defense needed a continuance-never said anything on the record.
Judge is abrupt, rarely says "please" or "thank you"-was informal, calling one defendant and the ADA by first names.  One of the defendant's family were seated behind me.  No one had notified the families that one of the defense attorneys had gone in a day earlier to ask for a continuance because he was involved in a trial.
I found the judge's handling of the issues at the hearing to be very confusing. 
Judge seems very laid back-maybe too much.  He did however,move court along and kept attorneys on their toes.
Prosecutors explained to spectators that individual voir dire would be in judge's chambers.  Only 8-10 had been done (out of 100) by the end of the afternoon.  Deputies very helpful to audience.
Judge found defendant Arnold Montana not guilty and Charles Washington guilty as charged.
Judge runs an informal court-started after 9:30.  Judge is distracted during NOPD testimony.  Cases on the docket did move quickly but without result.


SECTION L
New prosecutor assigned to case and unfamiliar with it.  Judge stated case was old and has had 15 different prosecutors assigned to case.

Judge and courtroom run in orderly lowkey and effective fashion. 
This judge keeps a good flow with proceedings.  He is calm, yet to the point. He is trying to move cases along it seems and not let attorneys take too much time. He is really attempting to expedite the process, from my observations.
Judge tried to move the process along because several police officers were in court room as witnesses.
This case was continued because there was an issue of who the defense attorney is.  No-show-defense.
This was the smoothest proceeding that I have observed in a court room to this date as a court watcher.
Clerk and prosecutors friendly and cooperative.
Courtroom is very calm, very quiet.  Judge has very calm and serious manner and totally courteous.  Did not hesitate to express his displeasure with DA's office in another case and with a defense attorney no-show in another.
Defendant entered plea bargain to manslaughter and 10 years.  Felt like defense attorney was trying to rush through with deal because she was about to take judgeship.  Case was self-defense-did not seem fair to defendant-his best interests did not seem to be represented by attorney.
Lots of people missing-da's defense attorneys, witnesses. Judge went back to chambers as no cases were ready to proceed.
Judge keeps court with some humor, which keeps courtroom somewhat relaxed.
Defendant entered a guilty plea. Made plea bargain with ADA as to sentencing.
State asked for continuance.  Case was set for trial.  Defense ready to try case. Case has been in court 6 times. Judge stated he was "dumbfounded" that state was not ready-had indicated she would be ready.  Judge very stern and impatient-not policy of this courtroom to allow 2 or 3 continuances. Defense attorney told me prosecutor was new to case and was trying to pull pieces together because case was weak.
14 ADA's on this 4 year old case.  Difficult case for state due to child witness, age of case and loss of evidence from Katrina.
Judge was expressing frustration to prosecutor aboout slow pace.  Case continued-Judge, not in his robe, came to speak to the victim's family, expressing how difficult it was to proceed when attorneys resign and witnesses don't appear.  The family appreciated his concern.
Judge visibly frustrated at the amount of delays.
Judge reluctantly granted continuance.  Stated it was not policy of this court to grant 2 or 3 continuances.
Lots of bench conferences resulting in lots of talking in courtroom.  One of the defense attorneys did not wear a jacket-just in shirt sleeves-looks very unprofessional.
Seems to be a different ADA for every case.  Judge made long public statement about the way court should work and is not presently working.  Very frustrated.
Odd amount of extra time dedicated to this case regarding poss of 146 grams of cocaine.

Section A-

Defense attorney angry because of all the delays, judge more sympathetic because of the severity of the charges...Judge extremely professional, maintained a good flow in court...Very willing to talk...I continue to wonder if this case will ever be finished!...Judge is decisive, respectful of policemen=s schedules...Judge welcomed me to courtroom-said it was Aa good thing@...Judge very decisive and very direct with defense attorney...Judge appears to do whatever the DA in charge requests...Proceedings moved quickly and efficiently...Judge was very attentive and professional...

Section B-

Judge was very late....Judge was mad at prosecutors for not having evidence...judge threatening state with contempt...Judge irritated with State...Judge said on the record, Anothing=s getting done.@Courtroom is run very casually...judge gave reasons for her ruling and acted professionally..very mixed bag...Judge very critical of the prosecution-said she had been gone for 4 days and wanted no excuses from anyone-said DA=s mantra should be: A chain is only as strong as its weakest link...maintains a very informal courtroom...allows defendants to Atalk back@...keeps referring to having people Ado lines@ because they did not appear, etc...I watched 7 young men Acheck in@ with the Judge-this process seems very casual and disrespectful to the judge...The whole process is very unprofessional with people late and talking back., but the trial was run professionally, quietly and slowly-very different from the earlier Aparade@...Judge very disappointed with prosecutor=s lack of preparation-3rd discovery hearing setting and State still not turning over discovery...Viewed drug court-Judge has a good rapport with defendants and treats them with respect and fairly but tells it like it is...

Section C-

Waited 20 minutes for a VOU attorney to show up...Judge got mad that case was still around...Judge said, AI thought things were going to be different, but it=s all still the same,@ (referrring to VOU unit)

Section D-

This case has been in process for 1 2 years and still no trial...This case has been continued many times before...court personnel are very rude...Aside from lateness, the court flow and demeanor was very professional...Judge runs very even-handed court...His experience is obvious...His demeanor is serious and everything was orderly...

Section E-

Nothing conducted on the record in a formal courtroom setting...Everything done casually at Judge=s bench...Impossible to follow anything...Judge angry about length of docket which is Aset by state@...Judge complains expensive to court for sign interpreter-time being wasted-but didn=t take the bench until 9:45...ADA was extremely helpful

Section F-

Prosecutors and defense did everything at the bench because of Aintense media coverage,@ according to the prosecutor...new DA appointed to case-first day available for trial is over 2 months later-Judge is extremely frustrated...Courtroom efficiently run...

Section G-

Proceedings took place at the bench...Judge not comfortable with sentence given to co-defendant, but everyone begged him for it-stated he would not be made uncomfortable with possible sentence to this defendant...

Section H-


Judge unhappy with the DA...Capital case again continued...Judge stated, ANo wonder the public complains about the revolving door in criminal court@...The judge reprimanded the prosecution for inadequate preparation and not paying enough attention to her-the lead prosecutor was on the phone while the judge was asking questions about details of the case and the judge commented that she wanted people to pay attention to her...Very well run drug court program-Judge is very professional and supportive of drug rehab participants-had audience clap for those who are doing well...this courtroom was the most professional, organized, quiet and well-flowing court I=ve seen yet...

Section I-

I was amazed at how slowly things proceeded...I was impressed with the defense attorney=s address to the potential jurors...No one identified himself or herself, so I didn=t know the names of the attorneys...A very professional scene...Policeman complained about having to be in court through lunch break and Judge told him it was his job and not to complain...Judge was courteous and respectful...court seemed orderly...prosecution and defense seemed knowledgeable and competent...defense spent more time during voir dire than prosecutor...

Section J-

Deputy repeatedly asked attorney to be quiet...one deputy was sleeping throughout proceedings. DA seems well-prepared...defendant has had several different defense attorneys assigned...This was the 102nd time this case has been addressed in court...Judge fussed at prosecutor for not anticipating needing a witness for hearing...I was impressed with the Judge=s alertness, attentiveness, courtesy and general demeanor...DA not ready...State not ready-prosecutors were new to the case today-defense attorney was ready and made comments about the repeated delays...Prosecution was slow to object to questions...

Section K-

Judge fussed at state for not being ready to go to trial...Judge stated other judges put prosecutors in jail for being unprepared...I found the Judge=s handling of the issues to be very confusing...Judge seems very laid back-maybe too much-but did have an awareness of what was going on-moved court along and kep everyone on their toes...arrived at 9:05-picking a jury one by one in chambers-returned at 2:45-8 prospective jurors out of 100 had been interviewed....Judge was abrupt-rarely said please or thank you, was informal, calling one defendant and the ADA by first names...A defendant=s family was not notified that their private attorney had come in days before and asked for a continuance...

Section L-

Judge referred to Mr. Jordan=s letters in the newspaper-very impatient with the prosecutor-stated it=s Anot the policy of this courtroom to allow 2 or 3 continuances....ADA was new to case, prior DA no present...Judge said he=s relying on what Mr. Jordan says publicly...Defense attorney appeared in shirt sleeves for hearing in a first degree murder...Another DA is being moved to another court, causing delay...Judge admonished DA=s office with a long statement about the way court should work and used to work under prior DA
